The ferrying of Patriotic Front cadres in a Constituency Development Fund (CDF) financed ambulance for campaigns in the two ward by-elections in Chimbamilonga Constituency has been condemned as a serious abuse of resources.
The abuse came to light after UPND officials among them a candidate contesting the Mwembeshi Ward by-election next week Steward Katele found PF cadres being ferried in an ambulance which was driven by a named police officer.
Mr. Katele told the Daily Nation that the situation was bad as PF cadres were also using the District Commissioners official vehicles for campaigns.
“The problem I have is that the ambulance they are using is supposed to be at the district hospital for emergencies. This is not a PF ambulance, it is a vehicle which was bought through the CDF funds and should not be released to ferry cadre’s for campaigns instead of ferrying sick people to the hospital,” he said.
Mr. Katele appealed to the District Electoral Officer to quickly look into the matter by stopping the PF cadres and officials using the ambulance and the District Commissioners’ vehicle to ferry cadres for campaign activities.
When contacted for a comment, Nsama District Council Secretary who is also District Electoral Officer Lisa Mpasela said that she would get to the root of the matter.
“I have heard about the complaint and we are investigating it. We want to get to the bottom of the matter before we issue a statement. I am sure that all participating parties in the by-election are aware of the electoral code of conduct which is the supreme law that governs the elections in the country,” she said.
And UPND campaign official in the Chubo and Mwembeshi wards by-elections Phenias Chilanda said that the PF government had already rigged the elections in the area.
Mr. Chilanda said that the Electoral Commission of Zambia (ECZ) should be given powers to punish erring political parties in order to correct the current illegal activities in the electoral process of the country.
He said that it was sad that nothing much had been done to ensure that perpetrators of such vices were brought to book.
“What is happening is sad and we only wish that those given responsibilities to be at the helm of the electoral process of the country where doing things in the right manner.
