Kabwe council faces court over land scandal

The opposition UPND in central province has threatened to take legal action against the Kabwe Municipal council for illegal land allocation if the local authority goes ahead to  allocate land to 13 politicians and civil servants who were irregularly listed in the newly established Mukuyu residential area.

Provincial youth chairman Milner Mwanakampwe said in Kabwe that the council must not allow the 13 applicants to get any plots as they ignored went against the guidelines of land allocation which required one to apply after the council had advertised.

“We call upon the council not to allocate land to the officials whose names were mentioned in the list and if the council cannot stop that, we ask that government through the minister of local government prevails over this matter which is now in public domain. If the council goes ahead to offer those plots to the named people then we shall take the council to court, this is abuse of office and ACC must also move in,” said Mwanakampwe.

Last week the media revealed a list of politicians and government officials who were allocated land in Mukuyu prior to the public advertisement in the Times of Zambia edition of 1st April, 2014, inviting applications for land in the same area.

The names on the list which was taken to the full council for approval were then local government and housing minister Emerine Kabanshi, then deputy minister Mother and Child Health Jean Kapata, central province permanent secretary Edwidge Mutale, deputy permanent secretary Ronald Sinyangwe, Sydney Mushanga and James Kapyanga, PF MPs for Bwacha and Kabwe central respectively, Kabwe district commissioner Patrick Chishala and Provincial local government officer Alfred Nyambose.

Others completing the list are Kabwe Municipal Council director of administration Rabecca Chirwa, former Petauke council secretary Boyd Mboyi, Charles Ufwenuka of Ministry of lands, Wina Munamoonga of Electoral Commission of Zambia and out -going Mayor Moses Mwansa.

Kabanshi has since been transferred to Mother and Child health ministry while Kapata has been elevated to be Minister of Tourism who was fired last month after allegedly being linked to abuse of office at the Zambia wild Life Authority (ZAWA).

And speaking to the local KNC radio station on reports of the Anti-Corruption Commission (ACC) investigating the local authority, Kabwe Town Clerk Oliver Muuka confirmed the list of politicians and civil servants being allocated plots and added that any government investigative wing was free to investigate the council.

Muuka also said that all the named people were public officers.  Meanwhile the Mayoral elections scheduled to take place on Friday have reportedly caused divisions in the PF with camps emerging.

Sources close to the council have named Makululu ward councilor Victor Kolala, , Ngungu Ward councilor Richard Bango and Chililalila ward councilor Edward Phiri as vying for the position while Cornelius Katiti of Njanji ward, Kalonga ward councilor Jim Cox Phiri, Chirwa ward councilor Collins Musonda and MMD’s Macdonald Mwamba of Luansenshi ward being the main contenders for the deputy Mayor position.

The district committee will meet tomorrow to pick the candidate but some sources have named Bango and Cox Phiri as the party’s choice for Mayor and deputy Mayor respectively.
