Kabompo Council senior officials nabbed for abusing CDF

Almost the entire Kabompo district council executive has been arrested for allegedly abusing Constituency Development Fund (CDF) meant for the newly created Manyinga District.

Police also want to speak to Lands deputy minister Daniel Chingimbu who is Kabompo East Member of Parliament who may offer informtion on the matter.

The arrested senior officials included Rodgers Nyirongo, the Kabompo Coucil treasurer, Frank Mupesha, director works, Jordan Kakinga, accounts clerk and Francis Nkoma, the council secretary.

Both Chief Sikufele and some Kabompo district council officials who did not want to be named confirmed the arrest of the senior officials who are alleged to have through fraudulent means used the CDF for Manyinga district to promote their own businesses.

Chief Sikufele said he had been informed that the four senior officials had diverted the Kabompo East constituency funds into their personal bank accounts.

The traditional leader who had traveled to Kabompo district police station to visit the quartet said it was strongly believed that the area MP Chingimbu may know something about the matter  but could not be contacted because he was in Lusaka.

“As you we are talking, I am at Kabompo police station where these council officials are detained. I am told that they converted government’s CDF into personal use. I am informed that they transferred the Kabompo Constituency development fund into their personal bank accounts so that it could gain interest and use in for campaigns in 2016. The police also want to speak to the MP Mr Daniel Chingimbu so that he can help with investigationsis,” Chief Sikufele said.

Kabompo district office in-charge Nkowani confirmed the arrest of Mr Nyirongo, Mr Mupesha, Kakinga and Nkoma but could not give any further details and referred queries to North Western Province police Commissioner Eugene Sibotwe.

“I have the details but please get in touch with the commissioner in Solwezi and he is going to give you the details of what you are talking about,” Mr Nkowani said.

But when contacted, Mr Sibotwe said he had not yet received the report and instead asked the reporter to get back to Mr Nkowani to advise him to forward the report of the arrest of the council officers.

The Kabompo district council official who confirmed the arrest of the four said police were still holding the quartet because investigations into how they had abused the CDF meant for Kabompo East constituency in Manyinga district.

The official said he had visited Mr Nyirongo, Mr Mupesha, Mr Kakinga and Mr Nkoma detained at the Kabompo police station and that he had been informed that the four officials had not yet been charged.

“The people who have been arrested and are detained at Kabompo police are Frank Muposha, the director of works, Jordan Kakinga, the accounts clerk, Rodgers Nyirongo, the treasurer and Fransis Nkoma the council secretary.

“I went to visit them on Saturday and they are still in police cells because the police are still investigating the matter.

They have not been charged yet and we  do not know the amount of money involved,’ the official said.
