THE opposition UPND have continued propagating misleading messages that its leader Hakainde Hichilema will be installed Republican President on November 22, 2016 and telling the people of Mwandi not to waste time voting for the governing Patriotic Front (PF) in the by-election for the council chairperson. The UPND is allegedly using the propaganda that the Constitutional Court would in the next two week pronounce Mr Hichilema as Zambia’s President in a bid to lure the electorate ahead of the council chairperson by-election following the nullification of the election of Gilnard Mufuti as Mwandi Council Chairperson. The Mwandi council chairperson by-election is slated for 17th November, 2016 following the nullification of Mr Mufuti’s election in the last general elections. Former Higher Education Minister and PF losing Mwandi parliamentary candidate Michael Kaingu complained yesterday that the UPND had continued using treasonous campaign propaganda that the election of President Edgar Lungu would be nullified, and that Mr Hichilema would then be declared President. Dr. Kaingu said he was shocked over utterances by the opposition UPND who had continued to mislead people in a scheme to cause confusion in the country. He said it was disheartening that the law enforcement agencies including the Zambia Police had not moved in to arrest the people declaring that Mr Hichilema would be installed President on November 22 when the culprits were known individuals. He said people in Mwandi were convinced that the UPND leader Mr Hichilema would truly be installed President because of the failure by the police to take charge and ensure that there was order in the area. “As I am talking to you now, the message which is being delivered here in Mwandi is that people should vote for the UPND in the by-elections because Mr Hakainde will be installed as the President of Zambia on November 22. People are surely convinced because the men in uniform appear to be reluctant to do their job,” Dr. Kaingu said.Dr. Kaingu stated that he was disappointed that some civil servants were involved in the propaganda and were deliberately frustrating government programmes on the basis that Mr Hichilema would be declared President before the end of the month. He alleged that most of the law breakers were left scot-free even if they were well known. “The Tribunal that nullified the election of Mr Mufuti as Council Chairperson for Mwandi recommended that the former civil leader should be prosecuted but he had been left free. “Mr Mufuti’s election as chairperson was nullified on the basis that he used a fake Grade 12 certificate he said.
